A Staten Island Ferry passes the Statue of Liberty, in New York Harbor, Thursday, Feb. 5, 2015. The skyscrapers of Manhattan look almost close enough to touch from the waterfront of Brooklyns industrial Red Hook neighborhood. But a lack of public transportation options makes getting from one to the other difficult. Mayor Bill de Blasio looks to change that with a plan to bring ferry service to some of New York City's waterfront neighborhoods. (AP Photo/Richard Drew)
