Mamdani Grocery Plan Faces Small Business Impact Questions

(New York, New York) – Mayor Zohran Mamdani’s plan for city-owned grocery stores is facing new pressure after his budget team acknowledged that the city has not completed a full small-business impact study.

The proposal calls for publicly backed grocery stores across the five boroughs, with supporters arguing that the city can bring lower prices and better access to neighborhoods where food costs are squeezing families. Critics say the plan could put bodegas, grocers and independent operators at a disadvantage if city-backed stores are able to sell goods at subsidized prices.

The concern is especially sharp in neighborhoods where small food retailers already operate on thin margins. A city store that lowers prices without the same rent, financing or profit pressures could become a political win for shoppers, but a serious threat to local businesses that do not have the same public support.

Mamdani’s administration still has time to shape the rollout, but the business question is now central. If the city wants the program to survive beyond the headline, it will need to show how it can lower grocery bills without hollowing out the neighborhood stores that already serve those blocks.
