(Minneapolis, Minnesota) – A breaking viral investigation is igniting outrage after alleging that millions — possibly billions — of Minnesota taxpayer dollars were paid to businesses that appear to exist only on paper, with little to no government oversight.

The newly released video, produced by online commentator Nick Shirley, claims Minnesota’s non-emergency medical transportation (NEMT) system is the backbone of a sprawling welfare fraud network tied to daycares, adult care centers, healthcare providers, and other state-funded services.

According to the video, transportation companies were able to bill the state by self-reporting trips online, without inspections, vehicle checks, or confirmation that services were ever provided. Shirley alleges that once the paperwork was submitted, payments were automatically issued, creating a system ripe for abuse.

In on-camera visits across Minnesota, the investigation documents transportation companies registered to liquor stores, apartment complexes, money-wiring businesses, and mailboxes. Many locations showed no signage, no employees, and no active vehicles. In several cases, vans marked as medical transport were filmed buried in snow, with no tire tracks suggesting they had not moved for months.

The video also focuses on childcare centers allegedly receiving between $1 million and $2.25 million per year in state funding. Footage shows locked doors, blacked-out windows, and no visible children during operating hours. When questioned, staff at multiple locations refused to answer basic questions about enrollment or funding, with several encounters escalating into heated confrontations.

Shirley estimates that a single transportation company could generate more than $1 million annually under the alleged billing structure, claiming that just two locations visited in the video could account for over $2.6 million in questionable payments. These figures are estimates presented in the video and have not been confirmed by courts or prosecutors.

The investigation sharply criticizes Minnesota’s political leadership, including Gov. Tim Walz, accusing state agencies of ignoring red flags for years and failing to verify where taxpayer money was going. The video claims serious action only came after public exposure, pointing to reports that federal authorities later froze large sums of childcare funding.

One of the most explosive claims comes from a former airport narcotics officer, who alleges that millions of dollars in cash routinely passed through Minnesota airports, with suitcases carrying $1 million to $6 million at a time. The whistleblower says the activity was reported internally but never stopped — a claim that has not been independently verified.

No state officials named in the video have publicly responded to the allegations. As the footage continues to spread online, it has triggered widespread calls for audits, prosecutions, and federal investigations — and renewed anger over what critics say is a total breakdown of government accountability.
