(Kyiv, Ukraine) – The United States has offered Ukraine 15 years of security guarantees as part of a proposed peace framework, Ukrainian President Volodymyr Zelenskyy said Monday, adding that he is pushing for a longer U.S. commitment to deter future Russian aggression.
Zelenskyy spoke a day after meeting with U.S. President Donald Trump in Florida, where Trump said Ukraine and Russia are “closer than ever before” to a peace agreement but cautioned negotiations could still collapse. Zelenskyy said Trump is open to extending the guarantees beyond 15 years, pending approval by Congress and partner nations.
Key issues remain unresolved, including territorial control, troop withdrawals, and the future of the Russian-occupied Zaporizhzhia nuclear power plant. Zelenskyy said the proposed guarantees would include monitoring mechanisms and a continued presence of partner countries, though Russia has rejected any deployment of NATO forces in Ukraine.
The Kremlin said Russian President Vladimir Putin and Trump are expected to speak soon, but there are no plans for talks between Putin and Zelenskyy. French President Emmanuel Macron said Ukraine’s allies will meet in Paris in early January to finalize their contributions to the security guarantees.


Zelenskyy also said the emerging peace framework, which he described as roughly 90% agreed, would be put to a national referendum in Ukraine.
