KYIV, Ukraine (AP NEWS)- A fresh peace blueprint aimed at ending the war in Ukraine has emerged, reportedly drafted by U.S. and Russian envoys. According to the Associated Press, the proposal, which surfaced publicly this week, would require major concessions from Ukraine including relinquishing control over the country’s industrial‐region heartland of Donbas, in return for Moscow’s promise to halt further attacks. According to a person familiar with the matter, the plan was shaped in part by Steve Witkoff (U.S. envoy) and Kirill Dmitriev (Russian adviser). AP NEWS) Key to the proposal is Ukraine’s acceptance of Russia’s longstanding demands, something Ukrainian President Volodymyr Zelenskyy has repeatedly declared off-limits, as they violate the country’s constitution and are deeply unpopular with the public. European leaders were reportedly caught off-guard by the plan, voicing concerns at being sidelined in the negotiations. Brussels officials emphasized that Kyiv and its European partners must be fully involved. The leaked contours of the proposal raise profound questions: What, if any, meaningful territorial or structural concessions Russia would make? Will Ukraine accept terms that give Russia effective control over parts of its sovereign territory? Furthermore, can Europe remain on the sidelines of a settlement that shapes the future of the continent’s security? For Ukraine, the stakes could not be higher. A deal that requires handing over the Donbas would spark domestic backlash and challenge the government’s legitimacy. (AP NEWS)
