WASHINGTON — Lawmakers on Capitol Hill for the third time in recent months, have passed a short term stop- gap spending measure to be signed by President Biden in preventing a partial government shutdown. Action taken by Congress will keep the government operating into March.  The House approved the measure by a vote of 314-108, with opposition coming as expected from conservative members of the GOP.  The Senate had voted overwhelmingly to pass the bill by a vote of 77-18.
