(New York, NY) — An Upper East Side City Councilwoman says their new rat-killing program has been “100-percent effective.” Councilwoman Julie Menin, says an exterminator used by local businesses pump carbon monoxide into rat burrows to suffocate them. The Queens based exterminator says he uses a machine that is safe for human and pets, because the carbon monoxide dissipates quickly. Council member Menin says the program has led to a “remarkable reduction” in rats on Manhattan’s Upper East Side. The machine used costs around three-thousand-dollars
