(Newark, NJ/77WABC)-A Newark, NJ woman is under arrest after police found a 12-year-old foster child, a student, in the woman’s care in a bedroom allegedly chained and padlocked to a fan. Newark Public Safety Director Anthony F. Ambrose says 66-year-old Wanser E. Brown faces two counts of child endangerment.

Just after 10:10 a.m., police responded to Brown’s residence in the 500 block of Clinton Avenue on a wellness check. Responding officers located the foster child confined to a bedroom and tethered to a fan by chains and padlocks.
The boy was transported to University Hospital for an evaluation. He was subsequently released to the custody of the New Jersey Department of Child Protection and Permanency.
Police say this incident remains under investigation by the Special Victims Unit of the Newark Police Division and the Essex County Prosecutor’s Office.
Police say these charges are merely accusations. This suspect is presumed innocent until proven guilty in a court of law.
